Negative Balance Problem

I made a purchase on the Urban Outfitters (UO) website for $140.60 last March 24, 2018.

 

First, I tried to do a PayPal checkout and used my account but the order did not go through so I went back to the website and used their site checkout which eventually worked.

 

However, the first charge which I tried on PayPal stayed as a pending transaction on my account and to this day, stays there as a negative balance.

 

I can't use my account and send out payments without them trying to charge me an additional $140.60 on top of the money I try to send out. What's funny is, I already have my items from the UO order, again, because the payment went through on their website yet PayPal is claiming this negative balance.

 

I've been trying to call and message both UO and PayPal but they both tell me to wait a number of business days. Newsflash: IT HAS BEEN A MONTH. It's May.

 

How do I fix this?
