I’m trying to transfer money to someone and it is not letting do it. From my phone or laptop.

A bit of info would help ie countries involved, currencies, funding sources, type of transaction etc etc etc.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
