Help expat with Stimulus Check in Sweden (Abroad)

Expat in Sweden who just received Stimulus Check. Unfortunately, it is nearly impossible to get it cashed. There is only one bank (SEB) I've found so far here that is willing to accept the check, but I have to be one of their customers. That's understandable except the problem is that the bank wants me to close ALL my other bank accounts and only have SEB as the primary bank account. Not something I really want to do 😕 

PayPal might be a solution if I can just understand how their "Cash a check" (via mobile app) works...

- I have a regular Paypal account created in Sweden. >> Is that a problem?

- Apparently I need to upgrade my account to PayPal Cash Plus account. >> How do I upgrade my account?

- Can I transfer the funds to a Swedish bank account or must I connect a U.S. bank account to PayPal?

I've heard many expats having problems cashing their checks, particularly in Sweden, so I'm sure their are quite a few of us who would benefit from any feedback info about getting the check cashed through PayPal!

I figured I give the community a try since I can't seem to contact Paypal directly.

My wife has the same exact issue here in Finland. No bank cashes foreign checks anymore. I would also like to know if Paypal Plus would work for for her here or if its all about having US bank account. Even if you would be able to open US bank account online, would the check cashing feature in Paypal Plus work anyways, since it requires location information from your phone?
