Cannot do anything on my account! Help centre has no help.

Hi,

I cannot do anything on my account. There is a ! in a triangle and a message that says I have to confirm my identity under Australian law. I click 'confirm identity' and get a pop-up that says it is confirmed (no other steps) but the warning triangle does not go away and I cannot withdraw or transfer or pay funds. Please help this is very frustrating. Is there a general problem in PayPal?

Under my balance there is the 'transfer money' button - I click it but the page just reloads with no other options.
