Can't add any debit/credit card

I'll keep this simple. I removed a debit card that was compromised from my bank off here and now I want to add my new one. Put in all the right info and it tells me that my bank is declining the card. Went to the bank and they said it's fine on their end. Dunno what else to do other then call PayPal.

I cannot add my current visa the place to add has apparently been removed. Seems pay pal no longer wants my business
