i can't withdraw money to Visa Card

i withdraw 583.9 $ to Visa Card in 14 April and Refunded – Transfer using Card

i try to decrease money to 483.9 $ in 22 April , i received again Refunded – Transfer using Card 

now i remove and add card again to solve problem but i have a new problem when i withdraw this message appear problem

what is a problem ?
