has anyone else had as much trouble transferring money from pay pal to a card or bank?

for the past 4 days pay pal has been holdig my payment and i cant transfer it anyhwere and pull it out. in my opinion this is so much hassel for nothing and i most likely wont be coming back here for any kind of service at all. and on top of that none of pay pals employees know what they are doing if anyone has any info on how i can get my money trnafered without all the hassel please let me know.
