want to send money to friend. understand I can to that under friends and family. I hit send and don't see anything that says to send to friends and family

Send/request > send money > put in your friends email address > on the next page you should get the sending options.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
