can't add money account in arrears

I have a negative balance that I have been trying to resolved over several days. My issue is that I follow the instructions 

1. Go to Wallet.
2. Click Transfer money.
3. Click Add money to your balance. BUT there is a pop up and it wont allow me to get to the actual ADD MONEY step. The pop up is

"More information about your outstanding balance. If you've already added money to resolve your outstanding balance using your bank account, this can take a few days. If you have a dispute open, wait until the dispute is closed to check your outstanding balance. Other situations may apply. If you're having trouble, contact us." 

I don't have anything outstanding, I can't find a resolution, I've tried different browsers etc, the message center can't help.

Has anyone found a solution?

The quickest and easiest way to clear a negative balance is to get a mate or family member to send you a payment to your paypal balance via the friends / family option (as long as they don't fund it with a card there is no fee).
