Withdrawn money disappeared + can't receive payments

Hi! After I have withdrawn my money 3 weeks ago I haven't received it although PayPal shows like the money has been withdrawn. Also, my customers can't send me money. I have no messages in my account, nothing seems to be wrong. The only weird thing is that I can't use resolution center and I can't send an email to PayPal. When I try to send an email to PayPal through contact us page, it wouldn't let me choose "withdrawl" as a problem... Weird... Does anybody else have this problem?
