Is there a way to speed up a pending request for withdrawing money to a bank account from PayPal?

Sadly not as its all automated.

Withdrawals are 2-72 hours in the U.K.

I was told that only the first withdrawal takes time and the next one should go in after 2 hours but this payment is also pending
