Withdraw to VISA is returned back

Been using PayPal and VISA for quite some time.  Now I try to withdraw money to VISA it looks OK, but VISA seems to be returning the money back.

Is there any issues between PayPal and VISA for that to happen?

VISA told me they are updating software, but that was two weeks ago and I urgently need to withdraw some money but I don't have any guarantees that won't be returned back.

Anyone having this issue?

you only can withdraw to your Bank Account (Not visa)

I been withdrawing to a VISA debit card for years, your statement is incorrect.

I tried to withdraw just to check, and I can't even do the withdraw from PayPal. Before I was able to do the withdraw but got it returned by VISA.

Error on PayPal:

"Sorry, we're unable to process your request. Please try again later."

What is going on? Is there an issue with VISA from Uruguay or Latin America?
