Why cant I exchange on my banks rates when withdrawing? #what?

When withdrawing to my HUF account from my USD based Paypal, I dont have the option to withdraw USD, Paypal forces me to exchange. How can this be avoided? I do NOT want to use paypals robbery exchange platform, which is a shame.

Withdrawals to bank accounts are always in local currency.
