Why I'm not able to withdraw money? It shows something like you can't withdraw this much right now

I'm not able to withdraw my money from Paypal. It's just 5$, earned from surveys and such. But PayPal keeps showing message that you can't withdraw this much amount of money right now. Not much but it will help ease my burden.

I think the minimum you can withdraw is 40 MYR.
