What happens to my account balance if I'm banned

What would happen if I was banned or locked out for not being able to give proper identification, like as if I created a throwaway account? I've always been curious about this as I've had it happen to younger friends of mine a few years back, but what would happen? I can't really find any information about it despite using the proper keywords.

Then your paypal account would be permanently limited and you would not be able to use paypal at all anymore.
