Was lent money for food and expenses, unable to access funds?

Was sent money a couple days ago, am i right in reading that ill have to wait 21 days to recieve the money? I didnt buy or sell anything. Was sent money, in 21 days it will be pointless to have been sent it, anyway to get the money faster?
