WHY ARE PAYPAL ASKING ME TO SET UP A DIRECT DEBIT?

I've been with PayPal for approx. 12 years. Recently they've been emailing me saying I'm almost at the limit of my spending allowance.
There has never been a 'Limit' on my card before. Not since I first set it up years ago.
They're now asking me to set up a Direct Debit so they can take money from my account every so often to put into my Wallet.
I don't want to do this. I don't use Paypal constantly & could end up with a goodness knows how much in my Wallet when it should be in my bank.
Have Paypal now turned into a bank?
Is this something new to the UK?
