Unable to send money via my balance - and paypal won't let me change this

In the past my account would ALWAYS try to pay from paypal balance first and then if for any reason there wasn't enough funds in the balance it would revert to a stored credit card.

NOW paypal is keeping the money in my paypal balance and just pushing the transactions through on the stored credit card.

Apparently this new setting on the home page / Money / Collect your money has to be verified...but of course the page just errors out instead of making the change (which I did not want altered, nor was I notified about in the first place).

This looks to me like Paypal just wants to profit on the stored money in my account.  I'm going to pull all of my funds out of here if this isn't resolved immediately, because as it is Paypal is just profiting off of my money sitting in their bank accounts...yet they won't even let me send money from that balance! 

Any suggestions before I pull it all out?

WHERE DO I GO to setup this PayPal Cash account?  This website seems to be going out of its way to make it difficult to find.  I'm pretty sure I have clicked on every link this website offers.  Just answer the question with a direct link please.

I'm sorry, there isn't a direct link for what you'd like to achieve.

There are a few different ways to kick off the process for setting up a PayPal Cash account. You can receive a payment, at which time you'll be prompted to begin the process. You can add a bank, which will also begin the process of CIP verifying your account and establishing a PayPal Cash account. Or you can follow any of the steps listed in the second half of the article I linked in my last post, and apply for the PayPal Cash Plus account.
