Unable to add checking account to Paypal because I used same checking account in the past in Paypal

I had a paypal account from 2013 to 2018 with another phone number and email. Now Im trying to open another paypal account same checking account different phone and email. Paypal is not letting me do it. I called them and they said that their system knows there was a previous paypal account with the same checking account number. Is their reply legitimate? I think paypal is giving me wrong information. 

I'm almost positive I closed the paypal account I had in 2018. I already look for my previous account and doesn't exist. 

I don't understand why I'm not able to add my bank account to this new paypal account. I think paypal is giving me wrong information regarding this problem. I'll truly appreciate answers about this, I need to use the service of Paypal urgently! Thanks.

I am sorry to hear about your negative experience. Based on what you have explained, it sounds like either your old PayPal account is still open, or the bank account was not successfully removed during the closing process. To add your bank account to your new PayPal account, it would need to be successfully removed from your old account. 

If you are unable to access your old account, I would suggest you contact our customer support via phone. They will be able to remove the bank from your old account on your behalf. To do this, simply click on 'Contact' at the bottom of any PayPal page.
