Trying to withdraw money

Hi. Wondering if any1 knew why when trying to withdraw money it is saying got to go to classic site. Everytime i log in and trying to process again same story happens. Any 1 had this issue?

are you using your smartphone, try using a laptop or pc, it  would resolve your issue

I tried withdraw money from PC and Android mobile. It showing PayPal is experiencing some server issues and try later. Plz help to resolve this.
