Transfering money to linked credit card?

Why on earth am I coming across os many unanswered questions about coming across the “These can't be used for transfers” page?? What am I supposed to do with the money in my paypal? Paypal seems to be a dying method in the international world, because suddenly I can't use it to pay anything, and I ALSO can't use it to transfer funds. What is going on, because this is a giant lawsuit waiting to happen.

Because not all countries can withdraw to debit/credit card. China can only withdraw to local bank account, US bank account or request a paper check.
