If you have a bank account in common with either account, you can withdraw from green dot to bank account and then add funds from bank account to PayPal. You may try to add a Green Dot Visa or MasterCard debit card that draws funds from your Green Dot balance and select the card to pay with at PayPal checkout. PayPal may reject Green Dot bank accounts and cards though.
