What are the steps to sending money to a friend?  I sent $600 to a friend earlier today.  She was charged $18.

Hello. Maybe someone know why now PayPal don’t let to send money for family and friends only for goods. I mean I was trying to send money to my mom but where I usually changed it from service to family now it unavailable (when you press there nothing happens). Someone had this problem before maybe? And do you know how to fix it? Maybe some account settings? Thank you so much!
