I'm new to paypal, and I'm worried that the person sending me money is trying to scam me. They've sent me money from another country, and they've gone through the conversion as usual, but they tell me that there's a clearance fee that I need to send them money to pay for? I don't think it makes sense for me to send them money to pay for a fee, so that they can send me money, can anyone shed some light on this problem?

It is a scam, any fee is auto deducted by paypal and the remainder credited to your balance.
Even if the funds were pending they would still show in your paypal balance.
No funds in your balance means he has not paid.
Advice is voluntary.
