Secure verification problem: linking bank account

I was trying to link my bank account but I keep getting the following error messages:

 

We're sorry. We're not able to process your request right now. Please try again later.

or

Something went wrong - We couldn't link your bank.

 

I tried linking it manually but doesn't work. Customer rep said that they need to send me a text message to verify who I am. Told her that my cell phone doesn't accept any text messages. Customer rep said that's the only option they have to verify. I asked what happened to sending an email and was told they don't use that method anymore. Supervisor said the same thing.

 

Is sending a text message to a cell phone the only way? If someone doesn't have a cell phone or if their cell phone doesn't receive text messages, how do you verify? They use to verify via email, which was quick and secure.

paypal is on vacation and does not have anyone to serviced this problem. they pretend to have a helpdesk, but when you message them they send you a phone number that nobody answers. how irresponsible for such a large company.
