He was notified prior to purchasing that he's responsible for any fees his country might charge him (customs, importation tax, etc.). What I suspect is that he wants to get the money by filing a INR dispute and then use that to pay for the importation tax to get the item. There's been various reports online of scammers trying to do this to sellers.
