Problems transferring to debit/bank account?!

The mobile app shows that I have money in my paypal balance, and it also prompts me to enter the amount I want to transfer. For both debit and bank account options, when I enter the desired amount and proceed- it will either give me an error that it isn’t able to complete the transaction, or it will just sit and “load” for minutes and minutes until I have to close the app. Any help is appreciated!
