No. Only a PayPal branded debit card can access funds from PayPal balance which is not available in Cyprus. You'd only be able to access balance from your Skrill account with Skrill card.
If it lets you, withdraw PayPal funds to the card and once the funds are deposited to the card, you may use the card to pay.
