Paypal does not let me take my money American account, but I am a foreign resident and have stolen my money

If you are not in the U.S then why are you using a U.S paypal account?

It would never work for you and you are correct you would never be able to access funds from that account.

They have not stolen from you as the funds if not accepted would go back to the buyer.

If you accepted them and then moved countries you should have withdrawn the funds first.
