Sold two items on the ebay.
The first item has been delivered to the buyer on the 17th this month, five days ago now.
Paypal still has the money paid by the buyer, on my account, on hold.
Did mail them twice, and received only a generic, automated answer with the identical content, that does not address this particular transaction at all.
Furthermore, received three answers from the ebay, where they obviously had no desire whatsoever to contact the PayPal, and stated that the two companies are separate entities.
Tracking details were uploaded to begin with.
Go figure...

Funds are normally released when any tracking number viewable online shows as delivered to the buyer + 1 day as long as you used one of Paypals supported carriers.
If that has all been complied with correctly then contact c.s. and ask them to release the funds manually for you.
Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is also randomly available.
Also you have the option to send customer services a message.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
Advice is voluntary.
Kudos / Solution appreciated.

It has gone 5 days, the item has been received, the customer has mailed me, stating that he is very happy, indeed, with the item.
Paypal supported, and listed carrier has been used.
The tracking number has been provided from the start, and it (as well) confirms the reception (delivery) of the item to the customer on 17th of january.

I have tried exactly each and every of those options that you have listed, and none of them work.
No one at PayPal is responding to any of the attempts I have made to contact the PayPal and release the money that is held by PayPal, that should have been released 4 days ago.
"and @AskPayPal for Twitter".
That is the only option left. If that one fails like all others, what to do then?

I can only give you the options available for contacting them, if they don't work for you then sadly not a lot else I can do for you.

@kernowlass
There used to be a function (the button) on the paypal account of the buyer where the buyer could confirm that the order (he or she payed for) is indeed received.
It looked like this, the pic nr. 1 led to what is shown of pic. nr. 2. (beneath, as shown on my screen).
Now, it seems that this functionality is not present any longer, since none of my buyers could actually do this - there was, in both cases, no button "Confirm Receipt" (white letters in blue background).
How come, and why?
