Paypal broke a promise made to me by stealing money during a transaction

Hello,
When I tried sending a friend 3€ today, it was written that this friend of mine would receive 3€ (see screenshot), but when the money went through, suddenly he only got 2.48€, and Paypal had taken without permission (stolen) the rest. I would like to know how come there hasn't been class action against Paypal, because a very similar thing had happened to me about a year ago, and they refunded the money, and since then I have been trying to avoid Paypal as much as I can, but since they are a monopoly, today I tried again and discovered that they haven't changed their fraudulent ways. Is there someone from Paypal here who can give my friend my money as promised?

Its down to how the payment was SENT to their account.
1. If you sent using money > goods / services option then paypal would see them as a seller and charge a fee.
2. If you had sent using the send money > family / friends option then they would have had no fee. (However that option is not available in every country and not sure the friends/family option is available in Israel).
Advice is voluntary.

You're right. That is what customer service said as well.
That option is not available in Israel.
I warned my friends on facebook not to use Paypal and forwarded my case to a group of lawyers who said they would look into the option of filing class action against them.
