Paypal Money Tab not Show, Withdrawal button also not show

I have PayPal account in Malaysia. My account does not show  Money Tab and Withdrawal button also. Why is that? I have added my Card also and already verified it.

How to solve this issue?

I am having the exact same issue. I linked my card up but it wont let me withdraw the money I need.  There is no withdraw button and I live in the us
