Payments aren't completing

I was trying to make an online purchase and pay using the pay pal balance on my account, but a message popped up saying transaction couldn't be completed. How can I fix this ?

It’s been like this for 2 days with me!! Does anyone ever reply to these complaints or do they just hang out in cyberspace?
