Payment not in account

I recently sold an item on ebay, I understood that there would be a hold on my payment so I uploaded the tracking information to PayPal so I could get my money within 24 hours of the package being delivered. It is now 2 DAYS after the package has been delivered and the money is still not in my account. I have went to "activity" and "track package" on the website and it SHOWS delivered under the tracking information. I have tried to call, message, email, and everything else under the sun as well as read every forum I could find on this issue but it just tells me to upload my tracking information and I will get my funds within 24 hours of the package delivering. After speaking to the virtual assistant it says that my money will be held for another 10 DAYS because for some reason its not registered as delivered on my account. I have done ALL of the steps and precautions to make sure that I get my money in 24 hours but now I have to wait 10 more days? The buyer even gave positive feedback on the order so it SHOULD be in my account. I cannot call, message, or contact PayPal in anyway apparently so I have to come here, anyone have the same problem or know how to fix this mess?

Funds are normally released when any tracking number viewable online shows as delivered to the buyer + 1 day as long as you used one of Paypals supported carriers.

If that has all been complied with correctly then contact c.s. and ask them to release the funds manually for you.

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is also randomly available.
Also you have the option to send customer services a message.
