Same issue here. Why doesn't PayPal post something on log-on screen advising of the issues. I cannot transfer funds to my bank account or debit card. VERY frustrating. They are very fast at taking our fees and charging fees, but now will not let us know that they are having problems with transfers. I was on hold for an hour, then call back 20 mins later, to be put on hold many times, until the rep told me the system is down. Well - for how long??
PayPal, you really need to say something and let us know an ETA as to when this will be fixed. Refund fees too.
