PayPal in Sweden

Hello, I transferred money to my friend in Sweden from the US, and it is absolutely atrocious how little to no help we are receiving with our issue. We have tried to transfer the money to her bank account for over 3 months and it continues to be sent back to her PayPal account. The bank has claimed this is not an issue with them but with PayPal. We have yet to get any response back for assistance. I am about to lose my damn mind.

The name on the bank account has to exactly match the name on the paypal account and the bank account has to be a Swedish one.
