PayPal holding my money sent by a client not on eBay

One of my web development clients sent me an advance payment and It's being held by PayPal for no reason. I don't have any credit/debit card added to the account and my account is a business one in the Philippines. This is my first transaction too. How can I release my funds without waiting for weeks

I'm not selling anything in eBay. One of my clients who contacted me sent the payment, he didn't buy anything from the eBay.
