PayPal Will Not Transfer Funds to my Bank Account

I am trying to transfer funds from my PayPal account to my bank.  There are no holds, etc. on any transactions; however, I get an error message from PayPal saying "We cannot complete this transaction.  Check your information and try again."

 

Any ideas as to what this could be?
