Whats going on?!?!?! My friend has available funds in his bank account and it should've cleared but it hasn't

Although this is correct I have a sneaky suspicion that PayPal is drawing every last penny from the interest before they release people’s money. They must get millions doing this.

How can they get interest on payment going from a bank account via ACH in batches TO paypal????
If they haven't actually got the funds to pass to the account holder then how can they get interest on the funds??
