Negative balance

I payed for something using paypal (bank account) but did not have enough funds in my bank account so I got a negative balance on paypal of 26,20 Euros. I added money to my bank account and a couple of days later I got a transaction in my bank account (26,20 Euros) to paypal. It has been a week and my balance is still - 26,20 on paypal.

Hi,

Can anyone help. I can't figure it out what the negative value means, or what was the situation.

I filed a dispute and was told that it is already closed. But still I did not get a refund, nor did I receive the item.

I went to the website where the dispute all began, but there's no way to look into any transactions.

I emailed them but no replies. Though I always receive promotional email. Help!
