Negative Paypal Balance, Pay as Guest Security issue

Hello, 
I'm currently having a problem with my Paypal balance. Back in September, there was an email from Paypal stating that my balance was negative because of a specific transaction, and Paypal could not take the money from my linked bank account, which I have always used to pay, so they took it from my balance. I went to check, but everything was fine, my balance stayed at 0.00. There was also nothing like the mentioned transaction. I thought that was just a system failure.
But now, I received a letter from a debt collector in my city, stating that they want to collect my debt to Paypal because my balance had negative amount. It seems that someone used my email ( which is my current Paypal account) to pay as guest, therefore making my balance negative ( which never happened). Can someone please help me clarify this? Thank you

You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
