Need recommendation how to send funds to Vietnam via PayPal to a family mother in law.

I had "heard" that money could be send via PayPal to personnel in VN. However, after reading about 10-12 comments, I can's believe how funds are being "lost" (fraud?), and no way to hold VN banks accountable?? So why does PayPal keep allowing funds to be sent, either way, if such fraud and incompetence taking place in VN? I hope this is still not the case in 2021!! OK, ideas, suggestions. VN got too much of me during my 1970 US Army (Airborne) tour of duty. I'ii be darned if I want to lose a nice hunk of my retirement money all these years later! Don't be bashful now, if PayPal not work, any others that would work. I work even entertain notion of opening choice bank account in Saigon (**bleep** Ho Chi Minh city) Comments will be greatly appreciated by this old timer.

Sorry no idea what you are talking about, you can open and use a Paypal account in Vietnam and withdraw funds to any linked and confirmed bank account as per link.

However they can't accept friends/family payments so all payments would be sent as for goods/services and they may be subject to the new seller hold.
Advice is voluntary.
