Cannot transfer money into account with a card at PayPal. You must link and confirm card and select the card as the funding source during checkout. The card also has to be registered under name and billing address at the card website that matches name and billing address on PayPal account.
You said in another post that you are located in Pakistan. PayPal does not provide services in Pakistan so you opened an account under a different country and may have used something to hide your IP address so the system can't tell where you are accessing PayPal from. These are violations of the PayPal user agreement so your account could be at risk of permanent suspension and PayPal will limit account features to verify identities which could hinder use of the account.
Just register the card under your name and billing address and use it without a PayPal account at a merchant website checkout that has standard card processing option that's not tied to PayPal.
