Made a payment, recipient has not received the money or any notification from Paypal.

Paypal Community, 

 

I made a payment, but the recipient claims he has not gotten the money or been notified by Paypal. I doubled check to see if I had the correct email and I do. Is there any reason why my payment isn't going through or why he wasn't altered by Paypal?

 

Please help!
