Linking Credit Cards to Paypal

I discover that Paypal has restricted the linking of a credit card to 1 specific country.  No further country address specific credit card can be linked to the Paypal account.

Whereas I understand that Paypal is an American company and the thinking there is parochial. I fail to understand the limitation in the wider world where people have addresses in multiple countries and credit cards based on multiple addresses.

So I have just been told by a respondent in Hong Kong Paypal that this is deliberate rather than a programming error.

Paypal needs to get up to date before it is overtaken by competitors and becomes a has been.

PayPal accounts are country specific and not as mobile as we like to think. Personal and financial details must be "country" based as PayPal has regulatory and banking obligations to each country of operation.

If you have a US credit card and billing address/residence, open a US PayPal account to accommodate. If you also maintain a residence in HK with HK based personal and financial details, open a HK PayPal account to accommodate that. 

PayPal employs IP address/web beacons to track use to identify you so if you're in HK, use your HK account. If you're in the US, use your US account. The only exception is being able to add a US bank account to foreign PayPal accounts as a convenience for US citizens working/living abroad where allowed.
