Just the worst experience. Paypal has gone way downhill. Get people that speak English!!!!!

Is it just me or is everyone tired of trying to reach someone at PayPal, only to be on hold for hours and finally get someone in the Philippines that doesn't speak English well? This happened a year ago, after a dozen calls, I finally spoke to someone in the US by fluke and voila, problem solved. So during this week, I have over $8000 on hold, which Ebay has no hold or problem as I am a long time seller, PayPal for whatever reason puts a 21 day hold on the funds, or until the buyer receives the item. Last week the buyer gets the item, leaves a positive review on Ebay, UPS shows he received the item and signed for it, and yet Paypal still has the hold. I have spent 12 hours on the phone with various people in the Philippines, getting everyone's name and ID numbers (one guy, Arnold, actually refused to give me his ID number and when he did (#2258422) he lied as ID numbers are actually 5 digits). I wait for 3 hours on hold, then get someone who speaks limited English with roosters in the background, and when I ask for a supervisor, I'm on hold for another hour before getting disconnected. That has happened 3 times. One supervisor yesterday said she would email the buyer to confirm delivery (even though it shows delivered on the UPS website). The buyer didn't get it. Another 3 hours on the phone today, and I was told that the supervisor lied, no email was sent because Paypal doesn't send emails to the buyer (Jean, ID #43095). The buyer didn't get an email. So now I wait 21 days, meanwhile, the buyer has relisted the item for a 10-day auction and will get paid before I do. Pathetic. How do you get a hold of someone in the US? How do you file a complaint against PayPal? They have gone downhill, and yet I get charged over $1000 in Ebay and Paypal fees for crappy service. Horrible.
