Trying to link to my bank, Capital One. Tried different browser, mobile device, PC. Clearing cache or even an in private mode browsing session fails. All of them have the issue.
When I first tried, got some vague error that it couldn't connect them (didn't get a screenshot). Now, I see this:

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
