Is the fees for transfer fund are the same in Personal and Business PayPal account?

Hello,

So I have a personal PayPal account and usually when I want to transfer funds it take ($5) as fees for that *as it showed in the picture*. 

I'm thinking about upgrading my account to a Business PayPal account for multiple reasons, so I'm wondering does it take the same amount of fee or not?

Withdraw fee is the same.

Does it take a monthly fees?

Or it's like the Personal account  in everything? like what's the differences then?
