I was charge by paypal currency converstion rate when i declined that option

On my recent transaction i was charged by paypal by its own conversion rate. When i was purchasing paypal gave me 2 option where i could have been charge by paypal rates or let my credit card handle the conversion. I selected option to let my credit card handle the transaction but still i was charged by paypal conversion rate.
