Difficult to advise when you haven't said which country you are in but don't you have direct bank transfer in your country so you can send from one bank to the other and not via paypal?
Also not sure if you can 'add' funds to a balance in your country, if you can then you could add them and then withdraw to the other bank account, would take some time to complete though.
